Why is Sun Jian trying to lure Lu Bu and his army into an empty castle, with Liu Bei actually inside the castle?

What Chen Gong meant was Sun Jian in the previous level, "Campaign against Sun Jian", lured you into his empty castle, while Liu Bei in this level is doing the opposite: he remains inside his castle while his forces are keeping you outside.
