Has anyone ever working for any of these infra monitoring companies actually developed an app themselves? Because I have yet to find a logging / monitoring platform that doesn't look like it was eng designed by backend people without a single UX designer in sight.

It's one thing to just present a lot of data for the User to sift through and come to a conclusion or even conclusively show what the problem domain is. It's a completely different thing to drill into the problem domain and show exactly is negatively impacting the user-experience so the right team can resolve it. That's automation that makes an operational difference.
