Can someone explain to me why he builds Stridebreaker in this match up?

Because of the enemy team comp varus is an adc, with stridebreaker u slow enemies, so that makes difficult to varus to scape from him, the same goes to taliyah, also voli has a lot of movement speed

strikebreak doesn’t slow anymore. Only increases your movement speed.
