Telling people that their rights to free association, life, property, self-determination and free movement have been permanently revoked. May be better. Just in no uncertain terms saying that if they do not comply they are directly complicit in the murder of the human race will sway some. Telling them that protecting infected people no matter how important to them is useless could help. Just make them feel as small and helpless as possible in order to enforce a swift immolation of any infected area
