Both. He probably had feelings for Kathy. Normally he might have restrained himself out of respect for his brother, but after the Sharon scandal, Grant doesn't owe Phil anything. Grant had feelings for Kathy and he didn't care enough about Phil to stop himself from pursuing her.

Grant felt like he didn’t owe Phil anything considering Phil slept with Grant’s wife only 4 years prior to this. For what it’s worth, this was the last time they ever betrayed each other and they were as thick as thieves after Grant’s 2005 return.

Grant literally has bad eyesight or something because first he cheats on Tiffany with Lorraine, then again with his own sister in law and the worst of them all was when he betrayed Tiff with her own mother, granted Tiff and Grant weren’t together at the time but still and Louise wanted what her daughter had her husband she was such a trashy mother.
