Even though he protected his son that killed Heather. Someone that was completely innocent. And framed Max from Bobby killing Lucy, another person he helped protect. I think Phil still has a thing for Mel and just sees Steve when it comes to Hunter.

Phil is also a killer. A homeless man died from a fire Phil started in 1994. To this day, Phil has never been punished for this crime.

I think they were trying to make a new Ben with hunter because Ben is grown and more of a gentleman criminal now so I think they just wanted someone to be a complete psycho on the square but I think they realised people didnt really like hunter so they just ended it at the Vic where all bad storylines go to die

You can see both sides of this : Phil ; Hunter held her hostage and nearly had her and her baby killed. Phil also had a relationship with Melanie in the past and also was involved in the accident which killed his father Steve and almost Louise. From Louise’s POV : her and Hunter practically grew up together like a brother and a sister and Mel is her godmother and Steve was her godfather.
