He is the hardest ever Walford character and he hasn't been a regular character since 1999. Dan Sullivan, Phil, Steve Owen, Johnny Allen, Jack Dalton, Carl White, these guys come close but none are harder than Grant. Btw, characters like Dennis and Jack Branning weren't hard.

When I started watching the show, Phil seemed harder because Grant changed with Courtney's birth. Then I saw the older episodes where Grant was crazy and would beat up people and go mad and Phil was the softer one, holding Grant back. That was why Sharon went with Phil. Grant abused her and Phil was kind. Then Phil changed after Kathy left him and became cruel and horrible. He treated Lisa like Grant treated Tiffany. Phil is more menacing than Grant now. Peggy smelled smoking because she was dying like Pat
