Choosing a place to live in East Sussex if you have learning disabilities.

Because the Local Government Ombudsman refused to investigate Chester West and Cheshire Council, which has highlighted other organisations failing adults with learning disabilities and their carers, and I believe is country wide. For instance, the Citizens Advice Bureau, charities such as ADASS (Associated Directors of Adults in Social Services. The director for the North West, Mark Palethorpe is a member of CW&CC and threatened me with prosecution, restraining orders and bailiffs). When I complained to the LGO I had already contacted Cheshire West & Chester Council, (formerly Cheshire County Council) and councillors of West and East. Cheshire East, responded they were nothing to do with West Cheshire. Some of the people who could corroborate my allegations are based in East and were prevented from assisting me. When I was trying to have Cheshire County Council investigated by other organisations, I copied the LGO into emails and was told not to. By not investigating serious allegations by a member of the public, because they are not a carer or service user the LGO is not fit for purpose, and there is nowhere else to complain. The Citizens Advice Bureau, in Chester said I had to report my concerns to the CAB in Flintshire, I did so and as I expected was told I had to report it to Chester, and so it went, back and forth The Certification Officer dismissed my complaint regarding UNISON refusing to obtain a Response from the union withholding information from me and conspiring with the council against me, which enabled the council to be less than honest in documentation. This was done with the knowledge and support of the Manchester Regional Manager, Frank Hont, who I understand is now a Liverpool Councillor. I contacted the then Member of Parliament for Chester Stephen Moseley, who because I am not a constituent was unable to assist me. Mr Moseley did refer me to the Parliamentary Ombudsman to investigate why the Certification Officer dismissed my complaint. The Parliamentary Ombudsman dismissed my complaint and refuses to send me a final decision letter, why? Mark Tami Member of Parliament for Flintshire will not assist me with this matter, he does not believe UNISON would conduct themselves in the way I have said. I did contact the police concerning the allegations of abuse and as they were historic cases the police could not investigate and will have incident numbers. The Information Commissioner’s Office (ICO), informed me the council would still have the records of the dates I gave but still would not investigate and referred me to the LGO as it is their role to investigate. Care Quality Commission dismissed my complaint and the Audit Commissioner was made aware of CW&CC reporting far fewer adults with learning disabilities on social worker workloads, and I believe there are some ?200 vulnerable people missing across Chester, Neston and Ellesmere Port, the council cannot or will not account for. The Audit Commissioner Judith Tench refused to investigate and I understand she is now employed by Cheshire East Council. Carers UK. When I joined their website, just last month, I tried to respond to a carer who was saying she had been trying for some time to obtain an assessment for herself. As far back as 2004/5 all social workers were informed carers should be offered an assessment in their own right and some of the social workers in the Adults with a Learning Disability Team refused, saying they would all want one. Carers UK banned me from their site. I contacted Kayleigh McGrath of Carers UK as to why. I have yet to receive a reply. I also contacted Doctor Daniel Poulter MP for Central Suffolk and North Ipswich who cannot intervene because I am not a constituent. Recent media reports regarding abuse and vulnerable people in social care, I believe it is country wide and there is no organisation to go to and report shocking cases, and the courts are not helpful. There is something very wrong when serious allegations regarding vulnerable people cannot or will not be investigated, without fear or favour. By not investigating serious allegations by a member of the public, because they are not a carer or service user the LGO is not fit for purpose, and there is nowhere else to complain. I wish to take this matter forward when and if I find the correct court but the courts I have contacted say it is not within their jurisdiction, for example the Supreme Court and Judicial Conduct Investigations Office (JCIO). Of course such matters are without merit when they are not investigated. To my knowledge there is no precedent or point of law but I believe it is in the public interest. Yours sincerely, Mavis Jones

The scheme Manager could of been happy in her chat segment on this video. Is it a Council thing to seem strict and non laughing and looking happy? Come on your helping people live independently with a disability be happy your contributing to society :-) smile
