They weren't...he literally called them "Virginias", a lot of people make the assumption the smokes used were that Toscano since the director was Italian brand but Eastwood has said in an interview they were an American brand called "Virginian". In fact if you look at the Virginia Heritage brand little cigars they sell they look dang near 1 for 1 what Clint was using in the movies, espcially the image shown at 2:25. There's a cigar page called James J. Fox of London that has a blog post on his site from May 2019 where he mentions that in an interview Clint Eastwood said that the cigars were an American brand called Virginians and not the Italian Toscano most people assume, and if not Toscano then people think he smoked Cheroots. The exact brand may not be around anymore or he may have just been referring to small cigars made with Virginia leaf tobacco which might have been a common nickname for cigars made from that particular leaf.

Eastwood was and is what used to be called a health nut years. Extremely focused on fitness and working out, Clint probably was in agony with those disgusting things in h I s mouth.
