surely it is a target though. If it's safe to do so you should be going at nearly 30mph otherwise you'll hold up traffic and get a fail

I feel the speed was too low like 22 in a 30 road, is that considered too slows d you might get a minor?

Yeah good to try do 25-27mph (if speed limit is 30mph) at least but it also depends on the road conditions if you drive slower or faster
