You can definitely do fully simulated clothing in Blender, don't have to use Marvelous.

You can do that in Daz. Up to personal preference

I'm guessing you mean headshot plugin with character creator? Both are good options all up to personal preference and where you decide to port your models.

Remember, Daz characters are only free for personal use. Do not use them in commercial projects.

I think you can use in commercial work as long as its 2d ie stills or video. You have to pay if it's interactive like games or 3d print however the licences are fairly cheap. Double check the licence agreement if you do use commercially tho.
