No way. The cage is 3ft by 2 feet. That's 6 square feet. That means 6 birds tops. The birds will suffer if you cram 25 birds in to that cage. That's just cruel. They have no bedding, they are walking on wire and will end up with bumblefoot. No where to shade or get out of the rain or wind. This is a bad cage.
