Bro, You could apply coconut oil as a base for your lips then on top apply Vaseline petroleum jelly. This is the best for the Canadian winter. Also after the shower before the skin gets dry apply the moisturizing cream. I use "Live Clean" skin moisturizing lotion. Works well.

If i get a study permit for a low level course (Diploma) and decide to change to a post graduate course after getting my visa what do i've to do? I understand that i need to notify cic about the change after January 17. Will they cancel my permit if i change to a higher level course than diploma's and change institution?

You can change your course or college after getting study visa/permit as long as the college/university is in the dli list. As you said you have to update cic about the change. Your permit won't get canceled
