In Austria tap water is free. But if you just ask for water they will bring you branded bottled water if you don't ask. That's very normal.

Carbonated water is generally not free in Europe,. Also, free refills are not a thing here. For me as a German it was surprising to get free refills in the US. I think in Europe a lot of restaurants earn more through beverage sales rather than food sales. Depending on the restaurant you can get free tap water, but it's something you specifically have to ask for and it's not available everywhere.
