The Southern scenes began to pop a few years after because much of the music was jingle heavy and the artists really didn't push the political envelopes. They also funded their ventures, and had independently established their own audiences; labels saw the cost savings in promotion and other items and jumped on board. So in response, many artists in the North went on code and did the same thing in order to garner sales and exposure. The sound we all know and love got compromised as a result. The jazz sounds disappeared as did sample heavy songs due to licensing costs, which also contributed to difficulties...artists could not afford to maintain or even revolutionize the genre and be able to sell to the larger audience...unless segments of that larger audience looked for them. So the artists started moving into the electronic sound which was cheaper and sold to wider audiences that liked the high pitches, synth cords and autotunes. This is how Jay-Z was able to persevere; he had accumulated the capital to afford and justify the costs of licensing. He broke through the drought as a legend and the rest is history without having to compromise to a large degree. Papoose was supposed to bring it all back and his major label project flopped under the debris of a changing musical taste due to afforementioned factors as well as the reticence of labels to fund home grown sounds. This resulted in them pushing all promotional responsibilities onto the artist because they no longer were willing to accept losses. No promotion, no wider audience. No wider audience when one pitches a product, no deal. Only true fans would buy, which is almost like going wood.
