The OS they uploaded is never(fully) deleted. Even with End-of-Life(EoL). A basic ethical hacker can attest to this. Where do I start from listing all the loopholes because the device was once connected to your platform. So BVD means biometric verification device, the device that verifies ones finger print etc. sometimes this BVRs break down and one can check his name then go ahead to vote.. so what's the big deal here... BVR means biometric verification registration meaning it's used in registrying new applicants into the EC data but the laptops are stolen out of the kits, to use this laptop to in fuse into the EC data you will need the other components to correspond before one can have access to the database as well as you need to be part of the EC to receive code.... But even if you are given the code and you're to connect you will still need the other components or you can use any other laptop to connect to the BVR if you have access to your code. So if you don't have an activation code then it's useless, and when the activation code comes in every region will have different codes
