When would you recommend cleaning this?

Had a friend at the field yesterday with a brand new LV2, just took it out of the box and aired it up to end up with the bolt locked forward and air leaking down the barrel.. This is most likely the cause of his issue, or would it possibly be something else?

I had that same issue bolt kept getting stuck forward releasing air im wondering if i should do this
