As per recent reports most of state using market borrowing (78%) to finance there gross fiscal deficit so under article 293 clause 3 A state may not without the consent of the government of india raise any LOAN(any loan) if there is still outstanding any part of loan which has been made to the state by government of india also includes market borrowing also or loan from government only
