Even today, many Americans subscribe to the belief that the poor are responsible for their own plight and it should be criminal to be poor. Just this week one of the states of the US made it a criminal act to sleep outdoors (ie, be homeless) while at the same time, not providing any accommodation or assistance for homeless people.
