Actually, in some episodes of the first series the Daleks actaully fitted the 'plunger' apendage over dome shaped controls. Sylvester McCoy episodes averaged around 4.3 million viewers, on a couple of occasions tipping over 6 million. Matt Smith's episodes have averaged at around 7 million views, peaking with the 2012 Christmas Special at 10.7 million. Even if the UK population has increased by say 25% in the last 25 years that still works out at as a large increase in viewers per capita.

the plungers are used as a general purpose mcguffin. holding things, interfacing with computers (wut), and they also suck the air right out of your lungs with them (sometimes it's all the water in your body or all the blood, occasionally all 3)

No, actually, the Daleks were only seen to fly in the 60's with the use of hover-discs in the Cushing movies (which don't really count). On TV, they first hovered independently up the stairs in the late 80's during the 7th Doctor/Sylvester McCoy's era.

Never explained in program, but given the early 60s episodes, the assumption would be that it was a limb, so that they could hold sheets of paper (such as the one Susan wrote on in 1963's "The Daleks"), compasses (numerous times) and other items. Somewhere along the line, they forgot to use it for anything.

Yeah but to be fair, this show was early on in the popularity of this kind of observational humour. Even if you look at the likes of Seinfeld around this time, the observational humour was a lot simpler. It's only now that observational humour is such a big thing that the acts have had to become more clever and complicated. Eddie Izzards work got so much more clever as well as funnier as time marched on. This is i think his first big show. Compare this to Definite Article 3 years later.
