I can argue River song has a fun place in this deck if you couple is with some scrying. Put what you want to draw to the bottom and what you want your opponents to you can keep on top for Ian, I think its quite funny and add to the choas theming

I think the main reason Time of Ice is in there is because if people end up casting your best creatures, you can lock them down and they get bounced back to their owner's hand when the third chapter resolves. They spend mana to cast your stuff, spending their resources to bring something onto the board that you don't have access to (as you can't cast your own stuff if Jeff exiles it) then you lock it down and bring it back to your hand for your own use.

I am satisfied with this deck review Lot of great suggestions, and there was def a couple things in there that I really liked that you suggested. I will comment on Time of Ice, I have a lot of personal affection for the card, and it's one that would allow me to get key win condition piece to my hand if someone else plays them, but you suggested better versions for that role. Also, 100% get that Niv-Mizzet is probably the best win condition, I just have played him so much I am kind of bored of him. I sent in that request before a lot of the Doctor Who cards got spoiled, and there was a chunk of Doctor Who cards that I ended up putting in during the time that it took you to find the request work well for closing out the game. This is also intended to be kinda a mid power level deck, a lot of fun stuff, but not trying to push up anywhere close to Cedh. Overall, love your review as always, and cannot wait for you to finish catching up on your backlog of decks

tl;dr: no intent, just random chaos i'm going the route of uncontrolled chaos via Possibility Storm, Confusion in the Ranks, Scrambleverse, Warp World, etc. where a player could shuffle one of the spells in exile into their deck to cast another of its type or exchange control with another permanent of the same type. it's akin to a passive-aggressive group hug commie control deck where everyone shares the spoils but no one can intend to do anything.

i cant' find any fun decks for this card lol. everyone is like "i don't want to draw" or " I want to make it so they can't do what my commander says" ... wtf
