The words are not very clear. Did the counsel say that they were going to be responsible to decide whether the lights you have on the exterior of your property are too bright or not bright enough? And I guess the other question is how did the guy in the mask, get to speak without telling them his name and his address?

Because the Supreme Court has already ruled the citizens have the right to be Anonymous when redressing their grievances or exercising 1st Amendment. That's also why complaints against Officers and request for Freedom of Information Act Public Records can be made anonymously... The purpose is so Citizens can be protected from Government retaliation.
