NASA was working on a mission called VIPER to collect water ice sample from moon's south pole. Everything was shorted and all preparation had been done but at the last moment it had been cancelled by head of department. All the scientist who were working on this project become sad about that . Behind the cancellation of this project is because it was very expensive and it's taking a lot of time. After cancellation of this project chaina get a chance to explore and research about moon. ISRO can also get a chance if it's work on multiple projects but ISRO is only focusing on chandrayan 4 mission. This kind cancellation of a major project by NASA has opened the doors for a bunch of opportunities for other countries like China, expected to gain a heads up in lunar projects race. Later on scientists worked on the project efficiently and some tests were also conducted but at the last moment project was turned down causing dismay among scientists of NASA. VIPER designed to map the distribution of water-ice in the moon's south pole region and the soils. Landing on moon is very expensive and time taking. Since india has now cancelled this mission, this will be the best opportunity for china to create a new record. ISRO did not even accepted the japan's proposal for the "Lunar polar explorer" mission because ISRO said that it was not able to focus on multiple projects at the same time. It currently has CHANDRAYAN-4 ( second phase) project . It solely focuses on that only at present. After completion of CHANDRAYAN-4 , it will consider other projects. This is the drawback of ISRO that in comparison of other countries , it is working very slowly and due to lack of fully utilization of resources , India missed such a huge opportunity this time.

Crux of editorial : In the month of July, NASA called off its ready to launch VIPER mission to the moon due to some economic issues. VIPER was designed to discover water-ice distribution and the soils in the moon's south pole. Seeking an opportunity, China and its lunar programme is ready to lead the way. This could be proven as a warm blow to India who received leadership in the Artemis Accords,a US led lunar axis after its commendable success in the Chandrayaan-3 mission. ISRO could easily take away the opportunity from China by collaborating with Japan for the Lunar Polar Explorer, to land a rover on the moon and perform certain vital tasks which VIPER was expected to do. This decision makes China more aggressive to grab the opportunity. At this moment, India could have taken advantage of this unexpected opportunity even if it wanted to. But, India did not interested about the opportunity because they were planned to launch Chandrayan -4. This decision of NASA of cancelling VIPER at the climax was noticed at international level by the US House Committee of science, space and technology and of the wider international community which has opened up an opportunity for China. After the success of the CHANDRAYAAN-3 moon mission, India became one of the countries who have achieved success in lunar soft landing. In July, NASA cancelled the VIPER mission to the moon after the development considering delays and ballooned costs as the most probable reasons which obviously disheartened the scientists working the mission. The rover being small in size was assumed to map the water-ice distribution in moon's south region. NASA's cancellation at the last moment is now being seen as an opportunity for China's increasing effective lunar programms. Not only this, but India also missed a tick to collaborate with Japan working on the mission providing similar results, due to its lack of rapid responsiveness and to take multiple flagship missions simultaneously.

Today's Editorial is about NASA's VIPER mission , which it cancelled due to delay in its completion and ballooning costs. This sudden decision of NASA dismayed scientists. It drew attention of US House of Committee on Science, Space and Technology and of the international community.This mission is pivotal for the US led Lunar Axis in which India is a part of it and after its cancellation, it will pave way for China's complex lunar programme. On September 18, Union Cabinet approved a proposal of ISRO for the second phase of lunar programme 'Chandrayaan 4'. One major limitation of ISRO is that it is incapable of manoeuvring multiple flagship missions in parallel. It missed the opportunity by not seeking Cabinet's approval for Lunar Polar Explore Mission with its Japanese counterpart , which would perform tasks similar to that of VIPER mission. Centre must be mindful that Indian Space programme requires adequate resources for achieving its full potential.

The cancellation had made international committees distressed as it comes out as an opportunity for other nations. India can also take the advantage of this cancelled project but but the habit of doing one task at a time wasted the opportunity. India's space agency know how to use the resources efficiently but it doesn't focus on steering many things at a time which hampers the growth.

TODAY'S DESCRIPTIVE: NASA's decision to backtrack its VIPER mission leaves a void that the other space agencies would rush to fill - after all, winning the race to the moon comes with massive commercial and geopolitical advantages. India would've benefitted handsomely from working on such a mission had the government not let this pivotal opportunity slip. To be renowned over the world for super economical space programs is no small feat and desrves every bit of praise but it shouldn't come at the expense of neglecting other important intiatives. ISRO's stance of working on only one project at a time seems outdated and leaves it way behind the curve. In July , NASA cancelled VIPER mission because the cost of making the rover had ballooned. All the engineers who assembled this rover dismayed as they completed it and also did some tests. The mission was about mapping water -ice and soil present in south pole of moon. SpaceX falcon heavy rocket , rover lander etc were ready . NASA's cancellation of VIPER mission at the last stage may draw attention of the US house committee on science and space as it faced a huge amount of loss. Moreover , it would be a great opportunity for China to lead lunar mission. VIPER mission led by US may be a pivotal for both the commercial and geopolitical gains. India can be a leader of this mission as India enrolled its name to elite group of space mission after soft landing of Chandrayan-3 on 23rd August, 2023.However lack of resources obstructed India's multiple flagship mission in parallel. In July 2024, NASA cancelled it's VIPER , the lunar mission, aimed for mapping the ratio of water and ice on south pole of the moon. This sudden abortion of mission gaves a golden opportunity to other county's space agency to launch their mission, similar to VIPER and gain limelight. But unfortunately, speaking of our own country, that itself missed a trick by approving proposal of Chandrayaan 4 . Indeed, India is the one among the group of elite countries with successful lunar mission but still it lacks capability of manoeuvring multiple missions in name of efficient resource management.
