Sorry but someone with a stammer or speech impediment shouldn't have to take a speaking exam providing they have medical evidence from a speech therapist etc. The exam board could have got him to write a speech to see how he uses emotive/persuasive language. As a teen with a stammer, the story of Musharaf is so inspiring. I struggle hugely with my speaking but the teachers at school were so supportive and I'm now taking a level French with speaking and although I frequently stammer during speaking, the examiners and teachers are so patient with me and give me lots of time to finish my sentence. As a result, I have become so much more confident in my speaking and I now am much more at ease when I'm speaking in front of people, regardless of if I stammer or not.

I wonder if maybe it would be better for Musharraf to learn sign language, as sort of a supplemental way to communicate when he cannot speak. He types things out, and he can tap things out to help get words out but that's still quite difficult it seems, and he can listen to music to help him speak. But learning sign language would give him the ability to speak fluently and easily ALL the time, whenever he wants to say something without having to struggle to get it out or without having to write something down and have someone read it and respond, then have to write his answer again... He can still work at speaking aloud and make progress in that area, but being able to sign as well would probably really help him
