I think he was leaving it to Edward to test his son. He wanted Edward to find true love and in order for him to do that he could either let bella turn, or Edward would have to willingly suck the Venom out of her. If she turned then they could be together forever without the problems. if Edward could successfully suck the venom out without killing bella it would prove how much Edward loved bella but it would also give Edward a certain will power that was comparable to Carlisle, which is exactly what happened. notice how in all of the movies after Edward has alot more self controll. Sure Carlisle couldve done it easily but Carlisle let edward choose most likely out of respect but he also actually did Edward a favor too but allowing Edward to face his one flaw and willingly overcome it so he could fully embrace the love that he had for bella. long story short It's kinda a teach a man how to fish scenario
