I don't know about safe coin spawns, but I think you can sometimes get potato seeds by picking potatoes growing around Gielinor. Just in case you need more cheap farming. Really excited for the series!

While it doesn't technically break your rules, I don't know if you'd consider it a loophole or not that as long as you're logged into a f2p world, you can do any content you please without triggering any diary tasks, since they're members-only. That could help with e.g. money-making, but I can see why you might also feel exploiting f2p would be against the spirit of your account.

Did I miss something in your rules that prohibits general stores? I can't fathom how on Earth your best money maker would be hopping around for 1 3gp spawn

I can use general stores, but couldn't kill anything at that point and most things i could pick up didn't give me much. Did not take long to hop around tho. So all good :)
