Egypt's prime minister has ordered an investigation into unregulated hajj pilgrimages after 600 of its citizens died in the Mecca heat.
More than 1,000 pilgrims are understood to have died at this year's hajj, including one Australian.
Roughly a dozen travel agencies have already been stripped of their licences and the owners charged for running unsafe trips.
