Depends on the size. Plastic army men would be tough and you will lose some detail but twice that size should be no problem.

what 3d scanner do you recommend?

This one with the color camera. Any scanner cheaper than this one is not going to produce the results you're looking for or be easy to use. All of them are Windows based. Been looking for a Mac variant for a month with no joy. Most of the software on these devices is proprietary. Which means specialized software that doesn't play well with others. Especially with any scanners cheaper than the 2X+. It's a question of how much error in scanning and operating headaches can you live with by going cheap and in the cheap category there isn't much to choose from.
