It's surprisingly maneuverable for a cruiser. It could use some extra tactical consoles though. 3 is ok but not optimal for the builds I run. I like the cloak as well. I wish it wasn't so unlike what you would expect of a Federation design though.

How many hours did it take to obtain that ship ???

One event a day, maybe 10 minutes of play time, for 20 days, so maybe 2 hours total if you don't factor in ornament farming for kits and training manuals.

About 5 hours. Klingon Ice Fishing, Tides of Ice, and Cones of Conduct take about 15 minutes each.

32nd century design. There is some technobabble explaining it. Personally I like my pylons. Just doesn't feel Starfleet without them.
