Yep mostly because they were trying to build great storylines with him, which for the El Generico storyline him and Sami Zayn did have great chemistry with that storyline since Zayn was over with the fans that having Owens as a heel did get him over and now with Sami Zayn as a heel for both guys being signed to WWE it's the same thing with Zayn getting fans over as a heel and Owens getting over as a babyface because of it, anyways.

It's called Kayfabe. You're not a wrestler or Wrestling fan to understand why we talk in-universe. There are people in the world who watch other promotions and not just WWE. That being said there are ROH fans who don't watch WWE so to them El Generico is either dead or in Mexico thinking he's Fray Tormenta. Either way both casual and hardcore Wrestling fans are aware of kayfabe expect for non wrestling fans
