I think they put the other guy on the stretcher first because he was waaay more obviously injured. The way he's holding his arm looks like something might be broken or fractured in there. You know that scene in the first Avengers movie where the Hulk just absolutely smacks Loki into the ground?That scumbag looks like how Loki looked. He looks like he was absolutely demolished by that grandma. Good on her for making that guy regret all of his life choices up to that moment, he absolutely deserved every blow. There was a paramedic assisting and comforting the grandma, and I bet that right after the other guy got into an ambulance, she got into another. Paramedics need to assist those who appear the most injured first. While at the scene they couldn't really do much for the grandma other than give her a bag of ice to stop the swelling.

The victim should've been given medical treatment first and put into an ambulance. They are treating the perpetrator as if he's an innocent victim.
