Never use copper ground rods on fencing. Electrolysis causes corrosion and in a year or 2 your ground is garbage.

Strip the wires off at the connection on the hot side. Same for the ground you want metal no metal

You won't get shocked unless you're touching the ground. Meaning go into the yard barefoot and touching the wire. If you get shocked it's working if not it's going to ground somewhere else.

That makes no sense. I’ve been shocking by electric fence several times while wearing shoes. With your logic I can stick a fork in an outlet as long as I’m wearing my shoes. 😂

​ @Caleb The fences that shock you while wearing shoes is higher voltage meant for cattle or horses. The fence in the video is intended for dogs or goats and is much lower voltage. I said barefoot to eliminate any variables. If you touch it barefoot and don't get shocked, it means there is an issue with the ground rods, the electric fence is touching something grounded, or the ground is too dry for a lower voltage system like this. As far as a house outlet is concerned, you can stick a metal object into one side of an outlet at a time without getting shocked as long as you are not grounded. If you use a fork, let's say, and insert it into both slots simultaneously, it will arc out and make a big bang. In any scenario, the electric charge must travel from the high voltage source through your body and flow to the ground to feel a shock...... Stay in school kid.

Insulate the hot over the ground, but your probably wearing rubber boots so you will not feel because you're not grounded. Hey a cheap tester or take your shoe off and test it. Also take a bucket of water and poor it onto the ground rod.

Well.. there's a few problems I see there. The wire is insulated, you need to get to stainless wire.. 2nd thing is drop the wire around 6 or 12 " from ground , if your dogs are diggy out. If they are jumping the fence leave it.

Don't run polywire to the positive terminal. Use the same wire you have in the ground terminal. Connect the poly and terminal wire with clamps. Polywire is mostly fiberglass so it's probably not touching the positive terminal.

Few problems. That hot wire shouldn't cross the ground terminal. That Hot wire has exposed metal, and so does the terminal, it can arc. That may be the ticking. Also, some of the fencing may be touching the ground, lift and tape off.

Use 600V/electrician's tape/black tape so the hot wire cannot ground out at the power unit at the ground connect - probably not necessary, but advised. Remove ALL grounds except the closest one to the charger - a circuit can only have one reference to ground, more than one and you have a dead short. The "ticking" you hear is the pulse for the unit, when it ticks it charges the hot wire and thus is probably working as designed.

You're standing in a wood deck. You're breaking the circuit between the ground and the hot wire with the deck. I'd guess you're doing to same with the fence line wire unless you're walking around testing it barefoot. Plus, might want to keep it away from the metal chain link. If it touches you're just shorting the circuit out. Long term however, you really should just repair the actual fence.

Second this one, take off your shoes and stand on the dirt. I remember thinking mine wasn't working until I was barefoot. If that and the wire isn't touching the metal fence you might inspect the connection a little more, I've never tried hooking that type of wire up but on the fencing I have it comes to a clip. You might need to do some more prep for the connection point. If your shocker is clicking it it's probably charging and might need a little time.

Well, you aren't gonna want to hear what I have to say but I'm going to say it anyway. If your dogs are destructive, escape artist and you live in town where they can't run free, you may want to rehome them, clean up their mess and get fewer and smaller dogs.
