What is the need of non conducting and non magnetic part in the pipe????

Ig, because as we know when we place an conductor in magnetic field it will induce an voltage...... The same is here applicable, the flow of a conductive liquid is to be measured... and here the conductor is flow of the liquid, and if we use and metal ( conductor) pipe... it will induce error.... ( adds in its emf into the flows V )....
