A good idea would be that each prop collected isn't for the individual but the bystanders as a group so once they've collected 5 props between them a random innocent gets a gun, the murderer can still collect props and this could possibly remove 1 from the bystanders collection.

I think the problem with Murder is that it has so few options. In order to maintain balance, it feels as if it will always be won by the murderer. Idk if the clues are just really hard to find, but it also feels like there are never enough clues for one someone to get the gun. Or at least, not when more than one person tries.
