For example, Kuzuha has been active for over 3 years now and he has a whole wardrobe worth of outfits but he just doesn't use them on his streams often, just off the top of my head I can think of 9+ outfits right now, including his genderbend version and new 3D outfit. I'm not sure how they schedule the new outfits release for each liver but it might also depend on popularity or the liver's own request. Most livers in Nijisanji (excluding the recently debut ones) has at least 2-3 outfits. Luca wouldn't really be sacrificing a spot for an alt outfit if he got a Lucy model, but it might delay the release of a new Luca outfit since he might have to queue up again for another outfit.
