Government hiring a 3rd party to do something more effectively than they can is very common and how government should work. How do you think roads usually get built? The government gives out a contract for a road to be made. Companies bid on the contract. Whoever can do it the best while keeping it cheap usually wins the bid. They also need to make sure every company has a chance to get the bid. We dont want to make monopolies by accident, but we also want a healthy balance of competition within the market to prevent innovation stagnation.
