Do APEX email templates support dynamic table row creation based on the input placeholder data? ( like XML XLST [transforms] ) e.g. "row1row2...."

Hi, no idea here bulk means how many emails as for bulk there are separate email solutions so APEX have to just push normally local email server companies try to avoid to send bulk marketing messages. Thanks
