They nerfed Hulk so he wouldn't easily defeat villains like Thanos. You've seen how Hulk sent Ultron flying and ended Loki in the first Avengers film. Avengers 5 and 6 they'll probably bring Hulk to a level like 03 where he's emitting Gama radiation from himself.

I think Sam will have a really hard time luring Red Hulk away from densely populated areas, given that he is starting from 1600 Pennsylvania Ave. There are no convenient deserts within a thousand miles of Washington, D.C. His best bet might be to try and lure him into the ocean. Sam can fly above the water while Red Hulk swims. That could make for some cool scenes as the water that touches his skin instantly turns to steam. If Red Hulk gets hotter and angrier, does he get less angry if he literally "cools off"?

I can definitely see Ross being conscripted into Thunderbolts. A US President AND a Hulk? Given how at least half the team is getting wiped out it makes sense as to get Red Hulk on the team.

I doubt he's trying to fight red hulk, but rather to pull him away from location. Also, it appears to be a surprise transformation, so you need whoever is on site to deal with the situation immediately. Not to mention we've yet to see red hulk outside that scenario, they could very well get banner's help in dealing with the situation once it's stabilized.

@@Wayvyobi You’re totally missing the point, the reason why we could suspend disbelief for the other captain America movie roles was that he was a super soldier, for example even if Bucky was resuming his role as captain America it would make not only more sense but be more plausible even though this is all movie magic anyway. Even him super hero landing at Mach speed would crumbled his bones, let along throwing the shield the same way cap did without any real power behind it. Slicing through a car with adamantium wings without any torc or power would not be enough, that’s all I’m saying. I don’t want the movie to tank, I just feel like it will.

I would like to point out that the Red Hulk transformation scene does not happen in white house but I think it is in Japan because of the Sakura trees in the background. In 6:27 , I think that is the Prime Minister of Japan with them. Perhaps, the President of the US transforming as Red Hulk in an international event would spark conflict among countries?
