Good question, I never order room service (or eat the snacks in the room) because the charges are so outrageous. I note crew order room service all the time. I think they probably do have to pay using their allowance (otherwise everyone would just eat in the room and keep the whole allowance), but probably get a big discount.

The allowance we get is for food, so we pay whatever we order 😉
