Late September in D.C. - nasal congestion is a possibility, so it could be said that he wrecks this performance by being a bit ill. But, whatever the source of the snorts, it sounds like the microphone is picking up too much on the high end, boosting the snorts disproportionately - meaning the problem may actually be with the recording. Still, it seems a small price to pay for the pleasure of watching this hilarious performance. Muchos gracias to the uploader!

He "won" because the full weight of the DNC coalesced behind him at the last minute as Obama pulled strings to help him steal it from Bernie, just like he said he would, even though he himself admitted once that Joe was a lousy candidate. Then he had to spend the general election in the basement so that he doesn't embarrass himself and let COVID do his campaigning for him. And so far, after refusing to fight anyone on anything, the only promise he's kept is "nothing will fundamentally change".
