Is it worth upgrading the soldiers when the stats of 2 levels 1 is better than a level 3

On most levels at impossible, I would say the two level 1's is generally better than one upgraded soldier because usually the extra is more beneficial for harvesting and fighting when opponents are much stronger. (no point in having less level 3's if they get one shot like a level 1) However in this one, the workers gather more upgraded, so definitely worth it, and the only real threat attacks you in the mound, where I find numbers matter slightly less than stronger individuals due to the confined space. Plus the major soldier's ability benefits from them being individually stronger. Hope this helps.

@@Ancient_wood_ After checking EoTU wiki I found out that atleast leafcutters [Idk about termites] its worth to just go with lv 1 workers to harwest instead of 1 "harvest" soldier that carry 2x more but with 4x cost. In Termites I think its worth going for highest number of media workers [cutting ones] and with major I would upgrade them to highest levell possible, biggest scale by the wiki is in lv.3 than Atta major has instead of 200hp 400hp so thats a big difference. And if you have upgraded soldiers instead of pure size you dont have to worry as much about food rehatch cost with the similar force ! I think this is the way

For sure, upgrading the termite workers increases their carry capacity so it is well worth doing (and they fight better then as well, which until you get more soldiers helps). Higher quality soldiers but less of them lower the re hatch cost as you say. For the leafcutters, I prefer the media (80) over the minor (20) even against the negatives you mention, mainly because they move faster when carrying compared to the minors whose speed is reduced and their attack stat is much much higher (like 0.6 to 4.5) either works though.
