"IAS" is the "Generalist" cadre and not the specialist one! IAS has little-little knowledge of all departments and that is mostly limited for the Administration and not the departments own rules, regulations. However, specialist services such as IPS, IRS, IA&AS, IPOS, IRTS, IES, IFS, IFOS are the "specialist officers" of those departments who are deprived of Administrative roles. IAS may be required during the initial years say 1950-1990 at that time poor literacy rate, lack of infrastructure and communication etc. Now, time has changed India needs specialist officers and they shall be given FREE Hand.

i am a UPSC aspirant but i support this initiative. IAS/IPS ko bhagwan banake rakhe hai system ne ....... my father was in state civil services of Odisha. I know how IAS of different departments fight between themselves to show who is more powerful. Many Defence deals , ordinance factory regulations are hampered just because these Babus keep pending the work and even the Army veterans hate their work ethics

Transparency is zero to choose officer ..Will increase crony capitalism ..I can't imagine govt place anyone without any rigid process and transparency on institutes like SEBI, ED ,CBI ..This so called specialised officers doesn't even know how beurocracy works..To know system and working at Secretary level you have to got 30 40 years experience ..Who are this new officers no one knows

Same thing is with CAPFs , one IPS officer will Come from any state and take over as a DIG despite he doesn't know anything about the forces , once I was interacting with a capf officer he told that an IPS officer knows a only difference between 81 mm motar and 51 mm motar is 30 mm 😂 . Because of this things there own capf cader officers (most of them) don't get promoted beyond commandent because ips lobby takes most of the position beyond commandent to DG.

Be it an officer or a minister, they should and must remember that they are the service providers. And for all of us, at a very personal level we have to have to be honest, brave and forgiving. Education is a double edged sword, it enlightens people with both good and bad. The evil achievements are also unlocked, we have witnessed wonderful leaders with very less conventional knowledge and extremely knowledgeable IAS with tons of corruption allegations in baggage. Both side of the coin exists. Either way, till there is inequality and disproportion between skill and pay scale corruption is inevitable.

IAS officers are very powerful in state service . Big deptt pwd / irrigation / health / education are manned by them with huge fund & scope of lots of corruption . Sanjeev hans arrested by ED in Bihar is man of at least 100 crore . Central officers are relatively honest & have less exposure to public . They do not have much scope to amass huge wealth because major public contact departments are in state list . So IAS officers are king of state service .

This rti data doesn't make sense. For example IFS is shown as having only 3 officers posted as JS while in reality there are 30 plus js posts in the MEA alone which is mostly held by IFS officers. Also this rti only seems to provides data about js post under the central staffing scheme not about post which are equivalent to js but outside the central staffing scheme. For example there is more than 600 commisioner posts in irs which is equivalent to js level but doesn't show in the data.

Its not like only IAS are the briliant minds on the country . Mostly smart students choose either mathematics and biology field after 10th and do very well in engineering and medical field . They are highly intellectual but are far away from limelight and power . They are in healthcare sector , research field , development of new products , genetics , isro , drdo etc . They should also get a chance to shape the country as they are deserving too , by planning and implementation of various schemes.

Department should be run the technical people of that particular department only. IAS don't know the realities of the ground level and fails at policy execution. Let's take example of health department, A Dr knows what to do and what not, but, IAS can't decide that. Moreover IAS are turning in to rubber stamps, they can't do anything without the approval of concerned minister.

Since IAS and IFS officers belong to the sophisticated intellectuals category hence they are perceived as threats to the Lumpinocracy regime of Modi Sarkar.Instead of branding IAS and IFS officers as Urban Naxals, the Central Government of India should increase the number of Joint Secretaries from 226 to over 500 in order to employ more people at times of rapidly increasing population and also,for purpose of easing out the pressure of going through endless file work.

The number of posts which UPSC notifies every year is around 170 to 180. These officers will serve in state and some of them continue their service in that state for their entire service period. So not every ias officer would get the opportunity to serve at centre. And participation of officers from other central services will also help in their respective fields as they carry experience of working in areas like railways, revenue department, postal services etc. so the policy making will be efficient, much easier, and will be easy to implement. So whatever other reasons may be behind this decision but it will surely contribute towards the development of our nation.

Sir i think cause behind that is experience,if some one is IAS officer it not mean they have knowledge about everything like finance, defence, industry and all that ,they are IAS and trained officers to administrate the countries different dipartments,so it not mean they are fit in every post ,as you see if some person with strong finance education background should be in a position like join secretary in finance ministry,they must be more fit for the post either then an IAS or IPS,and 2nd cause is just an assumption.....may in current time the social media affection of IAS and IPS officers and increasing corruption in the field of IAS and IPS may be push government to find other substitution for the post like joint secretary

An Officer should think in all directions before creation and implementation of a policy. Officer should have broad mind and knowledge from different fields. Specialist Officers should be in position of Advisory only. I think IAS is the best service for leading a department.

In my view, all All India Srrvices should be confined to their stare cader leve till be Chief Secy level. Then they can be considerred for Secy level at centre barring cetral deputation level.

Elected Politician top pe nahi rahega to kya Non-Elected IAS Babu ko desh chalane denge ??? Jiska koi transparency nahi hai usko top pe baitha ke desh barbad karenge kya ??? Abhi Elected Politician ghatiya kuch karte hai usme hi itna sara problems hai, to soch Non-Elected and Non-Transparent IAS babu kya kar sakte hai !!! Abe tab to haamare desh Pakistan and China se bhi kharab hone wala hai. Pakistan mai Jaise military dictatorship hai and China mai Jaise single party Communist Dictatorship hai thik Ussi tarah ihape bhi IAS dictatorship hone wala hai. Bahut sare IAS officer SDM bante hi Jo corruption dikhate hai aur phir bhi unko Nikal dena bhi almost impossible hai, to soch agar ye top position pe baithe rahe to kya ho sakte hai !!! Tab to haam sab unke gulam honge !!!

Sir you are using your conducive data to solidify your argument.....partially you correct but the actual problem starts after the promotion above joint secretary(central). because in IAS, promotions are faster than that of any other central services. Eg. As per 7th central pay commission, 71 out of 91 secretaries to GOI are from the IAS. Almost all central services employees selected through upsc cse exam get promoted to the level of joint secretary/equivalent post.
