This is the entire "Red Elemental Blast vs Pyroblast" reasoning - REB can only target blue stuff, but Pyro can target anything and only does its thing if it IS blue. Same here - Anoint can target anything, but only exiles if it's CMC 3 or less, or if the opponent is Corrupted.
