The Goro Goro no Mi is a Logia-type Devil Fruit that grants the power to create, control, and transform into lightning at will, making its user a Lightning Human (雷人間 Kaminari Ningen) according to Nico Robin, it is one of the few powers touted as "invincible". The fruit was eaten by Enel.
This Logia's power is to become lightning itself to generate, control, and transform into electricity. The user can discharge variable amounts of electricity from their body to manipulate as they please, including regulate its voltage: 200 million volts being the maximum output (roughly in the range of natural lightning). Even for a Logia, this ability seems outstandingly potent, given the inherent destructiveness of lightning, with Nico Robin stating that among the many existing Devil Fruits, the Goro Goro no Mi's power is one of the few that boasts invincibility. Like any Logia, the user can physically morph into their element. As electricity, they are effectively intangible and can let most attacks (sans those involving Haki or Seastone) phase through them harmlessly. Enemies are dissuaded from directly striking the user with their body or an electrically conductive weapon lest they be electrocuted, affording a melee-combat advantage.

@@BullyMaguireGaming I looked into a few threads about it on the internet. Some say that every Logia User can alter his body into a form of their choice. But those forms are rare from what I know (Caesar foe). Plus it never really changed his appearance, Caesar just took on the form of gas, while enel would have to be a lightning strike or a power outlet (jk). Instead he gets bigger and still has human features unlike lightning which is a straight line. Plus when the skypean pierced him with his spear while enel noted he dozed off, his body still dodged it, but we know for a fact, that akainu for example isn't permanently a magma man, or else hits from wb would have splattered him all over the place since magma is a fluid. Enel however seems to have his df traits permanently (like Luffy), even when he isn't conscious.
