I work in the energy industry and what the Gov hasn't mentioned is the environmental problems with CCS (Carbon Capture Systems) such as some of the projects are pumping out MORE emissions than they are saving, CCS is expected to grow by 30% per year if that is the case by the end of the century it could consume a QUARTER of global energy. In addition it can cause carbon dioxide leaking from the site, concentrated Co2 can cause health issues such as headaches dizziness confusion etc, displacement of groundwater and leaking into underground reservoirs and into the air, potentially taint water supplies and possibly effect seismic activity, it's energy intensive and really expensive, £20 Billion will be a drop in the ocean and we'll be expected to foot the bill for something than can pump out more emissions than it saves, this Gov really is stupid and is misleading the public about this technology.

Exactly as you say and its already happened: Mississippi USA where they store the CO2 at high pressure in miles long underground pipes. The leak resulted in hospitalizations and 100s being evacuated (Symptoms as you described). Being highly compressed, the gas hugs the ground until it gains enough heat energy to disperse. That can take hours. Meanwhile, the gas flows into low laying regions an displaces the breathable air. Just to complicate matters, cars would not start for want of oxygen. At those concentrations, displacing all the available oxygen, the gas becomes deadly. Its a miracle that no one died.
