Nyoken, is there a reason why pros aren't using the arbiter 200 supply bust at ~14 mins? (perhaps map pool?) I seem to recall Bisu did that and it seemed quite strong.

If I remember correctly I think Light was saying arbiter style was easy to play against. Why? IMO it is because terrans know P can't attack before arbiter which let's terran easily get a 3rd base and maybe even a 4th base. You also don't have to defend vs reaver because it is impossible to afford reaver while also going for fast arbiter. By the time stasis hits (12min) terran can be near maxed with mega econ and almost 2/1. I think that is why you see shuttle busts because it can hit faster than a stasis bust and doesn't allow terrans to easily get 3rd bases. So in response, terrans are now delaying their 3rd cc, starport, sci facility, +2 weapon upgrade. This allows them to put down more factories to stop the (potential) incoming shuttle bust. Funny enough, arbiter is the counter to players that put down a lot of factories (think Mihu style) and delay their 3rd base/+2 weapon upgrade. But the problem is terran can scan and adapt their build. Protoss cannot do that because if you're going arbiter, you've already made that decision before terran puts down factories. In order to have a 12 minute stasis bust timing you have to start your citadel at 7minutes. Citadel, templar archive, arbiter tribunal all take ~40seconds to build, the arbiter takes 1min 40 to build, and then it takes about ~60 seconds to get 50 more energy. That puts it at around 4min 40seconds to complete all this tech, so basically a 12 minute timing. The reason i picked a 12minute timing is because protoss will be maxed/near maxed by then. If they went nexus first they could get an 11min stasis timing (citadel starting at 6minutes). But terran doesn't really build additional factories until 8 minutes. So let's say terran scans anywhere between 7-8min. If they see citadel done and not a lot of gates, then it's (likely) fast arbiter. So terran will just expand and build their factories later. If they don't see a citadel, it could be a variety of things, but more factories are good vs all those strategies (2base carrier, reaver, gatewayman, etc). If protoss went for a 14min arbiter timing (so 9 minute citadel) terran would still respond like I described above. Yes terran's 3rd base would be delayed, but protoss' arbiter timing would also be delayed. At 14minutes terran will definitely be maxed (maybe with 2/1, maybe not) but I don't know if fighting into a maxed terran army with just 1 stasis is a great move.

I cant get the late game speed shuttle templar comp to work I gain a huge early advantage and Terran slowly outscales to the point where my army cant even fight. I guess Im just an Arbiter man .

No, we have never tampered with the bracket. Ro.16 stage lottery video exists. Of course, there is only a Korean version. But everything was fair and no one interfered with the roundabout.
