A TLDR of Touya's Loli Theory, in case you don't really understand:
In the first half, he's saying that people who "speak in a childish way" isn't a real loli, but are simply "imitating a loli character".
He wants people to appreciate the diversity of lolis, and so he wanted to make that clear.
In the second half, he's saying that while people are free to meme that someone is a loli (when they aren't), keep in mind that it's an inside joke, and should stay like that.

Touya's honestly really good at toeing the line of acting while still clearly stating a message tbh like the loli-bit he does is always funny, but the way he seamlessly intersects it with the whole idea of not attributing full grown men (seriously) as lolis is a very good testament to his social skills. he does it so well without breaking the tone and flow of his stream.

When i first found about how Kenmochi being a lolicon i thought he wouldn't be able to meet my standards of an actual lolicon, i though it'd be just the entry level lolicon memer. The more i looked into it, the more i realized i was a fool for considering myself a lolicon connosseur (i took the role in my discord room with my fellow otaku friends who chose other roles for the memes and we challenged each other to perfect their memes to match our title). With stuff like this, i can say Kenomochi is a true lolicon intelectual, a deity figure per se.

@@cx4936 yes, Japanese did not use "meme" , they usually call it ネタ(neta). I don't know if shitposting originated there but meme as a word actually predates 2chan, that's probably why they call it meme now. The global usage started from 4chan and popularized by 9gag, while all those things happened, Japanese still don't call it "meme". So, Touya with this forbidden knowledge, is indeed more advanced in the art of shitposting compared to his fellow Japanese.
