trailer was a write off before they even arrived. They had an interstate shut down and wanted to get it extinguished asap. Typically you want to aim for the hottest part of the fire, there's also other considerations like gasoline or diesel that the truck was carrying.

The white hat was doing his role of coordinating and keeping an overall view of the situation. He should not get distracted by becoming hands on unless to avert danger. Some states/cities/counties do have a law where it is illegal to pass, but most don’t, a majority of fire trucks like tankers, engines, ladders, and rescues are governed at 60-65 so there is no point to make it a law due to speed limits in some areas being 70-80.
