It is very different thing, it is based on refraction phenomenon. In ground wave propagation, bending of signal happens due to earth.

0 to 3 MHz frequency bends with ground and propagate along the ground but has high attanation 3 to 30 Mhz frequency reflects from sky so it is utlized for sky wave. Greater then 30 MHz goes straight so it is used in line of sight
