Just try to bisect into two parts with most equal probability.

First arrange probabilities in ascending order. Then consider first one (here 1/2) and the remaining 3 add them it'll be again (1/2) means both are equal. So divide between first probability and remaining 3 left. And assign bits. In next step do same but for rest 3 bits..
